Bus and Train Travel exclusions for Disabled and Blind Persons’ Travel Passes

You cannot use your Blind or Disabled Person’s Travel Pass on certain special buses, excursions, tours and private hire vehicles, school and works contract service, football specials, City Park & Ride or certain other express bus services.

For West Yorkshire residents, your Disabled Person’s Travel Pass entitles you to half-fare, off peak train travel within West Yorkshire. Off peak train travel is Monday to Friday after 0930 until 1600, then from 1830, and all day on weekends and public holidays. If you are travelling by train during the weekday evening peak - 1601 to 1829 - you will need to buy an Anytime Day Single or Anytime Day Return ticket at half fare.

The fare is per single journey within West Yorkshire, for journeys made after 0930. The half-fare only applies to travel within West Yorkshire, if part of your journey falls outside of West Yorkshire, you will pay full fare for that part of the journey.

If you do not pay for the non-West Yorkshire part of the journey before setting off, you may be charged the full adult fare for the entire journey. Fares may be combined only to and from a station at which your train makes a schedule stop.

You should ensure you pay the fare for the complete journey before travelling if you board at a station where ticket buying facilities exist.

If you want to travel to or from stations outside of West Yorkshire by train, you must pay the additional fare at the start of the journey. This will normally be the full adult fare for the non-West Yorkshire section of your journey. If you do not pay for the non-West Yorkshire part of the journey prior to travel you may be charged the full adult fare for the entire journey.

Please note that fares may be combined only to and from a station at which your train makes a scheduled stop.

Terms and Conditions

1. English National Concessionary Scheme (ENCS) Pass (Blind or Disabled Person’s Travel Pass) holding the Metro ‘M’ logo is a concessionary pass for use by the holder on eligible public transport services throughout England.
2. If you have a Companion Disabled or Blind Person’s Travel Pass, your companion is entitled to the same concessions when travelling with you on buses and trains within West Yorkshire. This does not need to be the same person for every journey. If you travel outside of West Yorkshire your companion may be asked to pay.
3. ENCS Disabled Person’s Travel Passes issued by West Yorkshire Combined Authority / Metro are valid on off-peak local bus services after 0930 on Monday to Friday and all day at weekends and public holidays within West Yorkshire. The hours for free travel throughout England are 0930 to 2300 and may vary outside these hours in some areas.
4. ENCS Disabled Person’s Travel passes issued by West Yorkshire Combined Authority / Metro also entitle the pass holder to a half fare on rail services throughout West Yorkshire after 09:30. During the evening peak between 1600 and 1830 the pass holder must purchase Anytime Day Single or Anytime Day Return tickets at half fare.
5. If you have a Disabled Person’s Companion Pass, your companion is entitled to the same concessions when travelling with you on trains within West Yorkshire. 
6. ENCS Blind Person’s Travel passes issued by West Yorkshire Combined Authority / Metro are valid at any time of day throughout West Yorkshire. The hours for free travel throughout England are 0930 to 2300 and may vary outside these hours in some areas.
7. ENCS Blind Person’s Travel passes issued by West Yorkshire Combined Authority / Metro also entitle the pass holder to free travel at any time of day on rail services throughout West Yorkshire.
8. ENCS Blind Person’s Companion passes issued by West Yorkshire Combined Authority / Metro entitle the pass holder and companion to free travel at any time of day on rail services throughout West Yorkshire.
9. If you have a Blind or Disabled Person’s Travel Pass your Guide Dog, Hearing Dog or recognised Assistance Dog can also travel free and there are no restrictions on them travelling on the lower deck of the buses.
10. The ENCS Pass is valid on all bus and train services in West Yorkshire displaying the Metro symbol.
11. Passengers using the ENCS Pass are carried subject to PCV regulations, local bylaws and the conditions of carriage of the operator.
12. West Yorkshire Combined Authority / Metro ENCS Passes are issued by and remain the property of West Yorkshire Combined Authority and must be returned on demand.
13. ENCS Passes are non-transferable. They can be used only by the authorised holder for the period up to the expiry date.
14. ENCS Passes must be placed on the bus card-reader machine, or shown to any authorised official on request. Users must provide proof of identity and residence if requested.
15. The Combined Authority reserves the right to withdraw or cancel passes at its discretion.
16. ENCS Passes must be returned to The Combined Authority if no longer required, or if the holder has moved out of West Yorkshire.
17. If an ENCS Pass is lost, stolen or damaged, or any details on it need to be amended, the holder must apply for a replacement. Charges may apply.
18. ENCS Passes may be used to store other electronic tickets. Such electronic tickets are valid for use in the area advertised at the time of purchase.
19. For lost, stolen or damaged ENCS Passes: You can replace lost, stolen or damaged ENCS Passes online if you have an online account or by visiting a Bus Station Travel Centre. There is a £5 fee for replacing a lost Disabled Person’s Pass. There is no charge for replacing a Blind Person’s Pass.
20. Theft of an ENCS Pass must also be reported to the police and the crime reference number quoted if and when seeking a replacement of the pass. There is no charge for replacing stolen passes at a Travel Centre if a valid crime reference number is provided. There is a £5 fee for replacing a stolen pass online.
21. Abuse or misuse of the ENCS Pass may result in the card being permanently withdrawn and could lead to prosecution.
22. Passes do not entitle holders to concessionary rates on MetroCards or special promotion tickets unless stated.
23. Holders are not entitled to any priority in a bus queue or at a rail station.
24. The Combined Authority reserves the right to alter conditions and concessions at any time.
25. The financial transaction for replacing a pass is processed by Sage Pay
26. You will be charged accordingly with reference 'Senior Pass-Online'.
27. Your payment card will be charged once the transaction has been completed and you will receive an email notification as confirmation of this.
28. You are responsible for maintaining the confidentiality of your password and account details and are fully responsible for all activities that occur under your password or account.
